Task 3.2 ( Neighbor Command not Working )

Dear Group,

I am facing problem in task 3.2 of IEWB vol2 that, when I try to put
neighbor command under ospf process then following message appears on
console

Rack1R4(config-router)#neighbor 183.1.45.5
*OSPF: Neighbor command is allowed only on NBMA and point-to-multipoint
networks*

whereas the interface is in non broadcast mode.

Rack1R4#show ip ospf interface ethernet 0/0
Ethernet0/0 is up, line protocol is up
  Internet Address 183.1.45.4/24, Area 45
  Process ID 1, Router ID 150.1.4.4, Network Type NON_BROADCAST, Cost: 10000

I am unable to find the cause of this problem , I am using 12.4 on 3640.
