Hi,
if the line is noisy, with "exec" (default) you can have a line set to busy
even without uaser activity. The effect is that when you try to access some
device connected to such line (e.g. router/switch on a terminal server line)
you won't be allowed as the line will be marked as busy. No exec will not
allow a line to be activated by any traffic comming from the end device. You
will ensure that any line of your terminal server will only be set busy by a
reverse telnet session.
