That's not quite how it works. For a company to reach Silver or Gold
partnership levels, they must have a particular number of CCIEs on
staff. For Silver, it's 2. For Gold, it's 4.
The benefits a company receives are not directly attributed to having
CCIEs, it's about the partnership level. The higher the partner level,
the bigger the discount off list price, for example (that's one of the
big ones - it's practically impossible for a company at a lower
partnership level to compete with a Gold partner, if the Gold partner
aggressively prices product to win business).

It is quite onerous for a company to reach and maintain high level
partnerships. Having CCIEs on staff is just one of many requirements a
company must meet.
