By default, RIP advertises all routes in the routing table out all RIP
enabled interfaces. So using the passive interface command only prevents
RIP from advertising anything out that interface. RIP will continue to
advertise ALL known routes out the other interfaces (except networks
learned on said interface).

What you want to do is filter the RIP updates using a distribution list
or offset list to increase the metric to 16. This will prevent the route
from being advertised to other routers.
