I have used dynamips to study for CCIE SP with a Quad Core linux box. When I
have 12 routers running fully configured, (BGP, MVPN, LDP, RSVP, TE, etc..) My
cpu value is at 320 - 350 % (Basically 3.5 CPUs) utilization. I have noticed
that I get slightly better performance from linux than windows, but I think
you will need to use a Quad Core if you don't want to get strange behavior
from Dynamips.
