need help on Squid Proxy server

Hi,

How efficient is proxy server in a network of about 1000 internet users.

our squid proxy has been very eratic for somedays now. where as system
statistics shows that less than 30 percent of the system resources is in use
( both Memory and CPU usage).

please can anybody advice or any suggestions will highly be welcome.
