You would put rate-limit for ISA and have QOS to guarantee 800K for
others. That's would be the easiest way to get this done.
Per my understanding, the most internet traffics are inbound traffic in
your border router. Put QoS or rate-limit in your border router can not
get the traffic limited as it is for outbound traffic only. Advised have
the QOS or limition in ISP side. Of course, if your site is for web/ftp
service to outside, put rate-limit or QOS in border router is ok.

ISA server maximum bandwidth is 1.2 Mbps
but for the others minimum gauranteed is 800 Kbps and can be extended to
up tp 2 Mbps if ISA server is not using rest of the bandwidth.
