It's an IOS version problem. I just tested your config on one of my
12.3.25 boxes (c2600-j1s3-mz.123-25.bin) and it works fine. At least
your router is telling you "exception configuration not implemented".
Some of my routers cannot run OSPFv3, and this is what happens when
you try to enable it:
R5(config)#ipv6 router ospf 100
R5(config)#

No warning message at all. The router simply does not enter config-rtr
mode when you enter the command. Took me quite a while to work out
that this meant the router did not support OSPFv3.
