This is true, however Cisco can over rule the agreement and transfer your IE
from one partner to another. I have seen that happen. If Cisco is trying to
build a relationship with an up-and-coming partner that needs x number of
CCIEs to reach silver or gold level. They will make exceptions. But not at
your request.
