This implies
1) MQC (easy to add additional Qos config at a later date), it also implies
that you will be nesting the policy-map within the map-class frame-relay and
apply under the particular DLCI between R3 and R4.
2) bandwidth percent 25 command.
3) the class must match RTP, and you may use "match protocol RTP"
