Hi Bill
R1 is 12.4 and R5 is 12.3(13). So I have "swapped" the configs around so
that R1 has the static route. I still get the same result. I have also
changed the loopback interface to be OSPF network type point-to-point with
the same result.
Just to be devil's advocate, I then pointed the static route to int F0/0,
which is up and in the routing table. I obviously removed the static route
to L0 first. I get the same results.

Very interesting.
Maybe it has something to do with the fact that OSPF by default advertises
any loopback as a /32 host and not a network.
Maybe you could try the ip ospf network command on your R5 loopback
interface to make it send the full network/mask to R1.
Interface loopback0
Ip ospf network point-to-point
This should get the full loopback network across to R1.
