Time to go and read the RFC's. Both GRE and IPsec will copy the TOS bits to
the outside header. As long as you are doing all QoS based on the IP
Precedence / DSCP markings you are good to go. If you want to look at the
original packet header in order to use L3/L4 information you will need to
use qos pre-classify.
