PBR and VPN Tunnels

Hi

I need to setup PBR to failover betwee EBGP to go VPN tunnels through PIX. I
have 3560 and 3750 but they do not support setip ip default next hop to route
back to PIX interface due to some hardware limitation. (the IP policy
route-map is not getting accepted with SDM PREFER routing)

Now I have a dilemma of using a router on stick to create all HSRP, PBR on a
2811 or 38XX to setup the same. There are around 5 different interfaces on PIX
so they can not be handle by one routing (static or dynamic) to PIX outside
interface. How much do you think PBR will effect the perfomance of the router?
Can we run HSRP, PBR on router on stick setup?

I am trying to set this up on my lab but want to check if any one have seen
such senario before.

The EBGP is coming from a router for MPLS connection through a vendor.

Any ideas?
