Hi Paul,
Actually, the VLAN is created when you exit the "VLAN-config" mode,
rather than the next command. This is because you have the option of
setting parameters to the VLAN you create and as such, only when you
exit from the VLAN-config mode that the VLAN is created and all the
settings applied. Try this and see below:

said IEEE 802.10 SAID
shutdown Shutdown VLAN switching
state Operational state of the VLAN
ste Maximum number of Spanning Tree Explorer hops for this VLAN (or

tb-vlan1 ID number of the first translational VLAN for this VLAN (or
zero if none)
