I think you are mixing up the Tc value with the 1 second that you keep
mentioning.
If you configure a policing rate of 1Mbps, after 1 second, your total
Bc (across the sum of the time intervals, Tc) will be 1Mbits
(naturally). Your bc value (token) would be filled up for every Tc
interval.
And therefore for 1Mbps, assuming a Tc value of 125milliseconds, your
bc = 125000bits.
Now in 1 seconds, this means there will be 8 Tc intervals and therefore:
Summing bc over 1 second = 125000 * 8 = 1Mbits
Does this make any sense?
