OSPF Question IE lab 16 Task 3.2

Guys,

Here is the deal, ospf does equal cost load balancing only..correct me if i am
wrong

R5

     /
    /

R4

R4 and R5 are spokes are R3 is hub, all interfaces are connected via FR cloud.
R3, R4 and R5 are all running ip ospf network point-to-multipoint
non-broadcast. When I add neighbor command on R3 for R4 and R5 with cost
keyword, setting R5 cost higher than R4...host route that I was learning from
R5 as I am running multipoint across appears with next hop of R4. In the
solution of IE they show both the WAN link host routes learned from R4 and R5
comes from there respective next-hop but with different cost. Is this correct
behaviour...!
