NTP peering, which side??

Hi Group.
At univercd I can see that when trying to peer a pair of routers, we need to
configure only one end of an association; the other device can automatically
establish the association. My question is can we do it at any side? or is
there a prefered side or rule that states in which side must ge put the "ntp
peer" command ???
