VTP Pruning ineligible list

Hi Guys,

First here is how i understood pruning:

The switches that are in the same VTP domanin are exhanging information
regarding what active vlans they are having. Than, the neighbors will prune
every vlan that is not declared as active on the other side of the trunk
link. Now if the above statement is true, does this mean that when you enter
a vlan in prune ineligible list, our switch will behave like having that
specific vlan active on it so that it's neighbor will not prune it?
