The same as shape adaptive min-rate using Class Based shaping, and the shape
fecn-adapt to create a Q922 frame, to tell the sender about congestion in
case of unidirectional flow.

The min cir (min rate) parameter in the router(config-pmap-c) shape
adaptive, specifies the minimum shaping rate that is allowed. If a router
receives any BECNs during the current time interval, the routers decreases
the transmition rate by 25% and this will continue going per BECNs received
(limited per time interval) until the traffic hits the min-rate, the routers
then takes 16 times intervals of receiving no BENCs to start to increase
traffic again, by (BE + BC)/16, thus, traffic takes much more to get back to
CIR that it did to drop to min-rate
