It triggers the sender to slow down by seeing the de bit set by the FRS.

You can always leave it off unless this functionality is called for. I could
imagine it being "called for" if the question asked for FRTS and mentioned
"using MINCIR during periods of high utilization", etc.

Working on some practice labs and sometimes we use the "frame-relay
adaptive-shaping becn" some do not. Questions are similar.
When should we be using BECN and when can we leave it off?
Should we enable it all the time?
