I'm pretty sure that FastEthernet interfaces don't have DLCI's in order to
do this. :)

My routers don't anyway.

As always, I'd suggest following the packet flow, and see what actually
occurs. In order for a packet to get processed by a policy, it has to move
THROUGH that policy. Does your packet get processed by fa0/0 and THEN
fa0/0.100?

The best way to look at this is to try it out! Learning by doing (or the
way that I try to do is learn by screwing it up then figuring out why!) is
the best way to cement the concepts in your head so you can go through these
things without fail.

JP - Even in a serial interface you still CAN work with subinterface
policies unless you have a good reason not to. So try following the packet.

you have to make the map-class frame-relay and apply the Service policy
under this map-class.
 
Under the Interface DLCI you have to apply that class.

I dont know what u r planning to accomblish here. But both are wrong answer.
U always have to apply Service policy input or output under Interface DLCI
commands not direct on interface.
