Actually this will be my first project of IPT, CISCO and Avaya both have
almost similar set of features, but architecture is different like Avaya is
Linux based and CISCO is Microsoft Windows + SQL server, server based
cluster etc. if Microsoft windows is buggy or any problems comes in windows
that might hurt Cisco call manager or communication manager, right?

My requirement is very simple now like all latest features should be there
but in the future I would need the same vendor for 30,000 users, so you can
say this 1000 users project is a test project to gain the knowledge,
hands-on and knowing the weakness, pros and cons of the product and vendor.

I will appreciate anyone who already has used both products and give me
better comparison for both numbers of users

                            I have completed upwards of 12 enterprise Cisco
and one Integrated solution using Avaya and Cisco , and I have to vote for
the Cisco IP Phone solution. The tight integration with the Cisco switches
and Routers and the value of CDP speakers I believe is what sets the Cisco
gear apart.
    The IP Phone service feature of IP phones is far superior ( One customer
used the IP Phone service to find out which employees were at work at any
instant in time) . The ability to change a Call center location overnight is
priceless. I could go on...

30K sets is not a problem. What all features are you looking at?
