Hi Emil,
Yes, in this case you should create a GRE tunnel with keepalives to be able
to track the PVC state.
Of course there are other means of tracking that you can use like route
reachability or SLA.
I don't think the proctor will be helping you here since he/she will be
telling you how to answer the question.
