Question on "logging rate-limit" command

Hi Group,

Excuse me for posting this such a trivial question. It's bothering me and I
wish to seek clarification.

A router has the following config:

!
service timestamps debug datetime msec localtime show-timezone
logging trap debugging
logging 173.1.8.100
!

The task asks to configure the router to limit the number of syslog messages
to 10 per second.

Which one of the following commands answers the task accurately?

logging rate-limit 10
logging rate-limit all 10

I don't quite understand their difference. Please shed some light.
