This is what I think regarding the second case: So far your traffic is
below 500, the policing will not even take place anyway. Its only when
the traffic goes above 500 that the police command even has an effect,
in which case it performs exactly what the first case is doing by
default anyway.
So in essence, without congestion on the interface, in the second case
as well, the policing is not any useful I would think.
