This is actually something I just encountered in a client configuration.
This quote is from the DocCD (the asterisk are mine):
"Guaranteed allowed bandwidth, in kbps, for the priority traffic. The amount
of guaranteed bandwidth varies according to the interface and platform in
use. Beyond the guaranteed bandwidth, the priority traffic will be dropped
*in the event of congestion* to ensure that the nonpriority traffic is not
starved."
Whereas with Option B, as you surmised Gaurav, regardless of the presence or
absence of congestions, you're going to police your voice to 500 kbps, which
may or may not be the desired behavior...

The priority command not only "guarantee" that voice traffic will go out
first, but also limits the bandwidth that this traffic can use. In that
case, 500Kbps will be guaranteed for that class, but any additional
traffic will be droped.
Since the carriers typically use the same queuing mechanism for COS1 or
whatever they call as part of their offering, I always like to order
more than I need in case there is some growth in the voice utilization.
Your example on B is therefore not necessary as the priority command
will do it for you anyway.

B. class voice
priority 500
police 500
In case A , only in case of congestion voice wil be policed to 500
while in case B it will be always policed to 500 even without
congestion..?
