I think you can create a single partition and copy the IOS on. (if it
accepts to create a partition for slot0, slot1).

I have 3640 router with no on-board flash (shifted to another router to make
32mbflash).
I have external two 16mb each flash cards, so does it acts like a single
32mb flash so that i can put 12.4 ios (~29mb size).
