I just simulated your problem on my switch.

I deleted the vlan.dat file. And created a directory by the name vlan.dat.

Now, when tried to create a vlan and apply, I got the same exact error
message. Please see below:

error: call = ifs_open/write / file = flash:/vlan.dat / code = 21 (Is a
directory) / bytes transfered = 0

The solution is:
There is a directory by the name vlan.dat in your IFS. So remove it from the
flash.
rmdir vlan.dat ( make sure you are in the flash: working directory - you can
verify this by typing pwd)

Now try to create vlans.

itried to erase flash : vlan.dat
erase every thing
reload also the same
