This happens becuase Layer 3 to Layer 2 map is not estabilished.
As you see on your arp table, Arp is populated.
"Internet 209.85.173.104 0 Incomplete ARPA"
Two solutions I know to fix these.
Turning on proxy-arp on other side on interface.
Adding static arp entry for this.
Please correct me if I am wrong.
