they are not the same IGMP are messages sent between host to router to join
or leave a group the IGMP is not filter for the multicast packets.

if you have the following and multicast is defined between R1 to R2 to R3:

R1-->R2-->R3

and you put on R2 interface to R1 IGMP filter it will not stop the multicast
packet from traveling from or to R1.
it will stop only hosts in R2 network join to R2 interface where the filter
is set (in case also that the filter is set properly)
