Quite frankley it's hard to tell without the configurations. Do you have a
next hop self on RTR_B? otherwise the routes being advertised via ebgp will
be advertised into ibgp with a next hop pointing at RTR_A. If there is no
igp route to that next hop than it will not be installed in the bgp table
