5 and 13 both differ only in the 5th bit only (left to right)
5 - 00000101
13 - 00001101
10 and 14 both differ in the 6th bit only (left to right)
10 - 00001010
14 - 00001110
so it can be permit 198.72.5.0 0.0.8.0 and permit 182.72.10.0 0.0.4.0
I guess that's it
