Rodrigo,
Use the neighbor x.x.x.x weight when you want all routes from that neighbor
to have a certain weight. Use a route-map in conjuction with a prefix or
access list to set the weight of specific subnets/prefixes.
Normally I wouldn't use a route-map to set the weight of all routes coming
from a neighbor, thats my .02
