Frog,
I think you have one zero to many on your Bc. Should be 1000 not 10000.
traffic with dscp46 is shaped to 30kbps, with a Bc of 1000.
Tc is calculated as 1000/30000 or 3.3ms
Bc (Committed Burst Size) = Tc * Shaping rate
1000 = 0.33 * 30000
Good example in Odom Chapter 16 Shaping and Policing CCIE Routing and
Switching Official Exam Certification Guide Second Edition.
