I run few test on my rack and it looks like your nei link is down :
TAS#sh ip rip data
121.0.0.0/8 is possibly down
121.0.0.0/16 is possibly down
121.1.0.0/16 is possibly down
121.2.0.0/16 is possibly down
121.3.0.0/16 is possibly down
Once I done a no shut everything come up fine.
