I would think Huan's tunnel suggestion with PBR would work in your case.
Even if the GLBP VIP was mostly associated with one router you should still
set up both tunnels in case it jumped over to the other router.
You just need a layer3 crossconnect between your two routers in order to set
up the tunnels.
