I'd convert it to binary first cause these confuse me.

So, keeping the first 3 bits the same, we have the following range available
11000000 00000000 00000000 00000000
11011111 11111111 11111111 11111111
Converting back into decimal, that's 192.0.0.0 - 223.255.255.255
And it can have a subnet mask 255.255.255.0 or greater.
At least I hope that's correct.
