I think panel was never in the play for CCDE. There were rumors about that for Master Architect which is supposed to come after CCDE. Also, separate numbering was discussed, but I'm not sure what's the final verdict on that one. It's cool to have a low number, but it's |beruncool to have two numbers ;-). Ahh, choices...
