May be CCIE will be proved to be more powerful than CCDE as CCDE is
composition of everything while CCIE is specialization in particular
field.

What's the potential for devalue? CCIE is an implementation or "doing"
exam. CCDE is a design exam.

Now, if an employer WANTS to have someone with a CCIE + CCDE, how is
that a
devalue? That is just multiple areas of expertise.

Not everyone who can do implementation can design a large network.
Likewise, not everyone who can design can actually configure the
specifics.

Think of it as different tracks, or complimentary certs. It certainly
isn't a devaluation!
