Seems as though "extra" configurations shouldn't be an issue if they don't
effect your other config's. Be aware that if the requirement is preventing
banners from being displayed (inverse of what you stated) to those
connecting via telnet, while still having banners displayed for console
connections, you would probably have to go to VTY line mode and execute the
"R1(config-line)#no exec-banner" command. This won't effect your local
banners, but will prevent those telnetting in from having a banner displayed
