well actually to understand this you need to think how shape peak works,
shape peak works differently then shape average as normally each tc
the tokens are renewed only to the BC (committed burst) but in shape peak
the it is renewed to BC + BE each TC so each TC the shape is allowed to
send BC + BE.
so the outcome is that your shape peak 7500000 160000 80000
is actually sending more then the 7500000 actually the formula is
Shape Rate = Configured Rate ( 1 + BE/BC)
11250000 = 7500000 (1 + 80000/160000)
so if you wanted to shape for max of 7500000 then shape peak 5000000 160000
80000 will do the trick
