Basically DSL didn't take DHCP because you need at you Broadband Access Server (BRAS), do an authentication of something you know for instance, an username or mac. After that you will assign a profile with specific QOS, IP address POOL...etc
PPOE option:
Usually username and password, in order to bill the customer for the time that he/she is connected or by the amount of traffic that him/her had generated.
After user pass successfully the authentication process, a dynamic point-to-point subinterface for this user is created and all traffic destined to the public ip address assigned to him is routed to it. This process is mandatory to avoid misusing of public ip address. When this user disconnect you have the required information to know how many minutes have been logged and how much traffic have been generated matching the ip address with username.
DHCP option:
Do you see any user? You don't, so the only thing that you can see is the mac address, but If you din't sell to him/her the computer or the router you will not be able to know who is him.
So at this point you couldn't discriminate him/her for assign a static address or a specific pool. And by the other hand you couldn't bill him/her.
But if you have been sold the end user routers/cable-modem you are in place to add relay sub-options for instance 82, in order to know who is asking for IP, and then bill him/her. Also you need to dynamically create a point-to-point interface and a reverse route for him/her.
