you are over thinking the question as it is not testing your interpretation
of 60 or 61 sec.
if you have it in the exam and you want to be sure ask the proctor but it is
really not that important.

to your specific question 60 is more correct as it will wait 60 sec before
starting to take the interface to up state so in fact it will be over one
minute when the ppp interface will come up.
