From what I've read in your post, it seems like you don't really understand
why a custom queue or MQC bandwidth statement is a minimum guarantee for
bandwidth, and why a priority-queue or MQC priority statement is a bandwidth
cap (when the interface is congested).
I suggest you hit the books and you'll be able to complete your table.
Mapping requirements to commands doesn't seem like a good strategy to gain
knowledge, even in the unlikely event that it'll allow you to pass the lab.
