get a live linux cd (ubuntu or knoppix will do) and boot off it. Connect
it somewhere with internet access. When you finish booting, go to the
command line and type the following:

sudo apt-get install vlan
sudo vconfig add eth0 3132
sudo ifconfig eth0.3132 x.x.x.x/yy up

this will create an interface named eth0.3132 and put whatever ip you
want on it.
