Ernst,
Apparently your fragment size is so small that the ospf hellos are
getting fragmented. When FRF.12 fragments a packet it changes the
frame-relay header to allow for a sequence number that will allow
re-assembly of the original packet. If FRF.12 is not configured on the
receiving side it does not know how to read this redesigned frame-relay
header. Here is a link to a presentation that shows the change in the
