I think your scenario should be this:
R3 (f0/0) ------- (f0/3) SW1 (f0/x) ----Trunk---- (f0/x) SW4 (f0/15)
----------(f0/20) SW2.
And After tunneling it should look like this:
R3 (f0/0) ==================================---------(f0/20) SW2.
But if you are telling that SW2 is not connected to any thing and SW4 port
is shutdown, means its just a practice of commands for you. You cannot
verify Dot1x Tunneling if the port is SHUT or the Device (SW2) is totally
disconnected from the network for which you are tasked.
If things are like what your scenario should be then, What you need to do is
to encapsulate whatever is being recieved on F0/3 of SW1 port into
Dot1Q-in-Q using a specific vlan such as 500. Then this frame should be
traveling normally to SW4 via SW1 and SW4 Trunk Links.
Afterwards on SW4 find the port directly connected to SW2 F0/20 and
de-encapsulate the frame there.
If the port is shutdown it cannot send any CDP Information, it must have to
be UP.
Make sure VLAN500 exists on all switches in the transit path and Switches
have MTU 1504 for proper operation. You have to reload the switches for it
to take effect.
