bandwidth is reserving a minimum and priority is policing a maximum

so if you use bandwidth during congestion you will have a minimum of the
amount of bandwidth you indicated.

and if you set priority then no metter what you will have the amount of
bandwidth assigned to the priority available for better or worse :-) not
more not less.
