        CSS concept is not very difficult to understand. You never know they
might test you on this concept.

If the CSS of the line and the phone are mutually exclusive then the end
result would be the union of the two. The reason Cisco gives you the option
of applying CSS on the line as well as on the phone is because the customers
have various requirement and they have to be met.A single CSS might not be
able to achieve that given number of lines on a phone,roaming profiles,etc.

If the phone belongs to one customer and has one line then CSS on the
device might be enough. But, if you have a phone with multiple lines
requiring different privilege levels then CSS on the line level would make
sense.

If you read the SRND or Best practices guide for Callmanager, you will
notice that Cisco recommends the combination of both line as well as device
CSS to accomplish any required policy on the phones. You could apply more
restrictive policy on the device level with the line level having less
restrictive policy and vise versa.
