I'm more interested in what's up with VLAN 136, whether it's just a timing
thing or what's up. The VLAN is allowed on both trunks and one port SHOULD
be forwarding it unless you have something else going on on switch 3. :)

Show spanning-tree on Cat3. Also "show run | in interface|spanning-tree" to
see what we've done.

From Cat2's perspective, there's something else going on as well. As a root
bridge for all VLANs, you should see all ports as designated.

Perhaps do those two same commands on Cat2 (and Cat1?).

It would appear that you have no link participating in spanning tree between
Cat3 and other switches.

How does "show interface trunk" look?

I have setup the required "standby interface" on the 3560 but for some
reason, the 3560 is not seeing the 3550 (switch 2) as the root. But it is
learning all the vlans via VTP and is forwarding traffic, which really
baffles me. I am running MST on the switches with switch 2 as the root and
switch 1 as the VTP server:
